Could the Local Employment Network Be the Missing Link to Turbocharge Social Value?

Updated: Oct 18
For years, Bridge of Hope has been working quietly on something we believe could change how local employment, S106 and social-value commitments are delivered.
It is called LEN: the Local Employment Network.
We are not ready to reveal every part of it just yet. But we can share the challenge it has been built to solve.
Too often, a local-employment promise starts with real ambition—more local jobs, stronger skills, inclusive access, meaningful social value—but delivery becomes fragmented. Employers, community organisations, training providers, referral partners and local stakeholders are all trying to do the right thing, often without the joined-up infrastructure to make opportunity visible, accessible and sustainable.
A one-off jobs fair is not a system. A last-minute recruitment drive is not a local strategy. And a social-value commitment only matters if it changes who gets access to opportunity.
LEN is Bridge of Hope’s answer: a connected Local Employment Network that brings the right people, pathways and proof together around one shared local purpose.
Not a silver bullet—a system built for delivery
Could LEN be the silver bullet to turbocharge social value? We prefer to be honest: no single intervention can solve every local-employment challenge.
But a well-built local ecosystem can make the difference between a promise made and a promise delivered.
LEN has been designed as a repeatable, adaptable framework that can be activated in any geographical area. It connects the local partners who know their communities with the employers, projects and supply chains that can create opportunity—then gives everyone a clearer route from intention to action.
At its heart, LEN brings together six connected elements:
Stakeholder engagement — building radical local collaboration from the start.
Mindset change — helping leaders, hiring managers and supply chains recognise potential beyond familiar CVs and conventional routes.
Dedicated inclusive talent pools — growing access to local candidates who are too often missed by traditional hiring processes.
Social Boosts — reaching people and communities that standard recruitment campaigns do not always reach.
Skills, apprenticeships and levy activation — connecting opportunity, skills gaps and unused potential.
Measurement and evidence — making social value visible, credible and easier to report.

The real challenge: turning commitments into local opportunity
S106 obligations, major-project commitments and wider social-value targets are often set with the right intent. The difficulty is building an operating model that keeps local delivery moving once the bid is won, the planning agreement is signed or the project is underway.
LEN is being designed to provide that connective tissue.
Instead of asking every employer or contractor to start again from scratch, it creates a framework where local referral partners, employability specialists, skills providers and employers can work in a more joined-up way. The aim is simple: make it easier to find overlooked local talent, prepare people for opportunity, support inclusive recruitment and track what changes as a result.
Mindsets are infrastructure too
A local network cannot work if the people within it still hire, assess and engage in the same way.
That is why mindset change is not an optional extra within LEN. It is a practical part of delivery. Through immersive learning, Mindset Makeovers and leadership experiences, the network is designed to help people see potential differently—especially when a candidate’s story does not look conventional on paper.
The goal is not to lower standards. It is to remove avoidable barriers and focus decisions on role-relevant evidence, capability and potential.

A partner ecosystem—not a closed shop
LEN is designed to make collaboration practical.
The architecture spans the full journey: pre-employment readiness, sourcing, coaching and mentoring, equitable recruitment, onboarding, inclusive culture, internal mobility, retention and reputation. Alongside it sits a broad community and referral ecosystem, helping organisations reach people who may otherwise remain outside mainstream recruitment routes.
That means the network can respond to the realities of a place, rather than forcing every place into the same programme. The local need might be around construction, green skills, hospitality, care, digital, early careers, veterans, neurodiversity, disability, criminal-justice experience, homelessness or another under-served talent community. LEN’s role is to connect the right capability around the opportunity.

Why this matters for social value and bids
The strongest social-value narratives have two things in common: they are credible at bid stage, and they are operational after award.
LEN is being built to help organisations strengthen both. It gives employers and delivery partners a more tangible route to explain how local opportunity will be created, how inclusive access will be widened and how outcomes can be evidenced over time.
That does not mean writing a better promise for a tender and hoping it works later. It means creating a delivery environment that can support the promise from day one.
For employers, developers, contractors and supply chains, that could mean:
more meaningful local-employment pathways;
stronger relationships with community and referral partners;
a more diverse, job-ready local talent pipeline;
practical support for inclusive hiring and retention;
clearer evidence for ESG, social-value and S106 reporting; and
a distinctive, credible story for clients, communities and procurement teams.
